William Arnold "Billy" Costello, né le 2 vévrier 1898 à Rhode Island et décédé le 9 octobre 1971 à San José (Californie) est un acteur et chanteur américain.
Il a commencé à être la voix de "Popeye" en 1933 et l'a été durant vingt-quatre épisodes, jusqu'en 1935.
Sa dernière apparition comme voix dans "Popeye" l'a été pour le court-métrage "You Gotta Be a Football Hero"
